The Freedom of Information (Scotland) Act 2002 applies to all Scottish public authorities including the Scottish Executive and its agencies; The Scottish Parliament; Local Authorities; NHS Scotland; Universities and further education colleges; and the Police.

tie, as a wholly owned company of City of Edinburgh Council, has a legal duty under the Act to adopt and maintain a Publication Scheme.  The Publication Scheme is intended to encourage organisations to publish information proactively and develop a greater culture of openness. The Publication Scheme specifies:

• The classes of information tie will publish or intends to publish
• How the information will be published
• The details of charges for receiving the information
